Organizational Structure for the OAIE Committee


Originally formed in 2001 to reflect a representative sample of faculty, staff, students, administrators and alumni from various units, the University Outcomes Assessment and Institutional Effectiveness Committee was re-formed in Spring 2009 under a different rubric. The Committee is still composed of a broad representation of stakeholders from all units of the University and although it is somewhat large, its membership allows for key individuals and units on campus to have a “voice” in the development of the University’s assessment activities and to actively participate in its review and refinement.

The Committee is divided into three subcommittees—the College/School Assessment (CSA) Subcommittee, the Student Quality of Life (SQL) Subcommittee and the University Community Experience (UCE) Subcommittee. An Executive Committee, which consists of the chairpersons of the three subcommittees and the Director of the Office of

Institutional Assessment and Evaluation, coordinates the activities of the University Outcomes Assessment and Institutional Effectiveness Committee.


The College/School Assessment (CSA) Subcommittee

The CSA subcommittee oversees the assessment activities of the Colleges and Schools with particular focus on improving outcomes related to student learning and development, student advisement, faculty teaching and instruction, faculty development, research and scholarly productivity, and academic support services. Membership on the CSA subcommittee consists of one representative from each of the schools and colleges, one undergraduate student representative, one graduate/professional student representative and the Director of the Center for Excellence in Teaching Learning and Assessment (CETLA). The elected Chair of the CSA serves on the OAIE Executive Committee.
Charge

  • To create a framework for the conceptualization and implementation of outcomes assessment activities (in general) in the various Colleges/Schools, including but not limited to a format for departmental and unit assessment plans and a format for evaluating and approving those plans;
  • To create a coordinated schedule for the development, implementation and review of student learning outcomes assessment activities (in particular) in the Colleges/Schools;
  • To evaluate each College/School’s comprehensive outcomes assessment plan for the improvement of outcomes related to student learning and development, student advisement, faculty teaching/instruction, faculty development initiatives, research and scholarly productivity, and academic support services;
  • To review each Colleges/Schools’ comprehensive outcomes assessment plan, procedures and methodology for consistency with the Howard University Guiding Principles for Assessment (referred to as the Guiding Principles);
  • To provide recommendations to Colleges/Schools on specific assessment strategies, methods and tools;
  • To help design and coordinate assessment activities across the various Colleges and Schools;
  • To assist in developing and maintaining a presence of assessment as part of the culture of Howard University, including recognizing faculty and units that make significant contributions to learning outcomes assessment;
  • To participate in the review and approval of requests for funding by schools, colleges or individuals for assessment projects and professional development activities related to assessment; and
  • To prepare a periodic report summarizing the outcomes assessment activities of the Colleges/Schools and the Continuing Education Program.

The Student Quality of Life (SQL) Subcommittee

The SQL Subcommittee oversees and coordinates the assessment activities related to the improvement of student satisfaction and quality of life. Its work focuses on the activities of the following SQL Departments— Student Life & Activity, Special Student Services, Enrollment Management, Intercollegiate Athletics, Residence Life, Career Services, University Counseling Services, Student Health Services, Student Financial Services and the Howard University Bookstore.

The SQL subcommittee includes representatives from each of the SQL departments, a student representative, a Faculty Senate representative, and a representative from the Office of Student Affairs. The elected Chair of the SQL serves on the OAIE Executive Committee.
Charge

  • To create a framework for the conceptualization and implementation of outcomes assessment activities in the SQL Departments;
  • To create a coordinated schedule for the development and implementation of outcomes assessment activities for the SQL Departments;
  • To review and evaluate each SQL Department’s comprehensive outcomes assessment plan for the improvement of student satisfaction and quality of life ;
  • To review each SQL Department’s comprehensive outcomes assessment plan, procedures and methodology for consistency with the (Howard University Guiding Principles for Assessment (referred to as the Guiding Principles);
  • To provide recommendations to SQL Departments on specific assessment strategies, methods and tools;
  • To design and coordinate outcomes assessment activities across the SQL Departments;
  • To review and evaluate periodically annual reports submitted by the SQL Departments in which their outcomes assessment activities are documented; and
  • Toprepare periodically an annual report summarizing the outcomes assessment activities of the SQL Departments.

The University Community Experience (UCE) Subcommittee


The UCE Subcommittee oversees and coordinates the assessment activities of all units not covered by the CSA or the SQL subcommittees. This subcommittee is concerned with utilizing assessment results to improve and gain efficiencies in administrative services and processes. UCE units or groups of units will conduct assessment activities to determine the satisfaction of all members of the Howard community. The UCE units are:

  • Office of the Secretary
  • Office of the Chief Financial Officer
  • Chapel
  • Faculty Senate
  • Human Capital Management

    The chair of the UCE Committee serves on the OAIE Executive Committee.

Charge

  • To design and implement a comprehensive outcomes assessment plan for the improvement of the University community’s experience and satisfaction in accordance with the Framework developed the UCE Assessment Committee and the Howard University Guiding Principles for Assessment (referred to as the Guiding Principles). Plan should include assessment tasks to be performed, sequence of performance, time-line for task performance and reason for performing the task;
  • To coordinate the collection and evaluation of quantitative and qualitative data that demonstrate congruence between each Unit’s mission, goals and objectives and the outcomes of activities and services;
  • To examine the congruency between the University’s mission and goals and the mission and goals of the Units; and
  • To prepare periodically an annual report summarizing the outcome assessment activities of the Units.

The Outcomes Assessment and Institutional
Effectiveness Executive Committee


The OAIE Executive Committee serves as a consultant and advisory board to the President and Provost on the matters related to the University outcomes assessment and institutional effectiveness program. It also has primary responsibility for coordinating the activities of all of the Sub-Committees – College/School Assessment Sub-Committee, Student Quality of Life Sub-Committee and the University Community Experience Sub-Committee.


The members of the Executive Committee shall include the Chair of the CSA Sub-Committee; 3 members from CSA subcommittee (including at least two faculty representatives); an Academic Dean, Chair of the Student Quality of Life (SQL) Assessment Subcommittee; Chair of the University Community Experience (UCE) Assessment Subcommittee; Chair of the Faculty Senate; Chair of the HU Support Staff Organization; President of HU Student Association; Director of University Research and Planning; Director of the Office of Institutional Assessment and Evaluation and the Provost (ex officio).

Charge

  • To serve as consultant and advisory board to the President and Provost on the matters related to the University-wide outcomes assessment and institutional effectiveness program;
  • To assist the President and Provost in long-range planning for the enhancement of the University-wide outcomes assessment and institutional effectiveness program;
  • To provide recommendations to the President and Provost on matters related to outcomes assessment and institutional effectiveness;
  • To provide recommendations to the President and Provost on the relationship between outcomes assessment and Howard’s on-going planning and resource allocation process and its strategic efforts to improve institutional quality;
  • To coordinate the activities of the University-wide Outcomes Assessment and Institutional Effectiveness Committee;
  • To assume leadership and responsibility for the development of the University-wide outcomes assessment and institutional effectiveness program and ensures its compliance with the Howard University Guiding Principles for Assessment ( referred to as the Guiding Principles);
  • To collaborate with the Office of University Research and Planning (URP) and provide recommendations to the Office of URP on the compilation of data and information related to outcomes assessment, institutional planning and institutional effectiveness;
  • To collaborate with the Center for Excellence on Teaching, Learning and Assessment (CETLA) and the Professional Development and Leadership Academy (PDL) and provide recommendations to CETLA and the PDL Academy on the compilation of data and information related to outcomes assessment and institutional effectiveness and professional development for faculty and staff, respectively;
  • To participate in the review and approval of requests for funding by units or individuals for assessment projects and professional development activities;
  • To develop and maintain a culture at Howard University in which there is an understanding and appreciation for assessment and there is recognition of faculty, staff, students and units that make significant contributions to outcomes assessment and institutional effectiveness; and
  • Toreview the annual report of Office of Institutional Assessment and Evaluation, and prepare an Executive Summary of the University-wide outcomes assessment and institutional effectiveness program.
